Wisconsin-based Quad/Graphics is aiming for a foreign trade zone designation that would let the company pay less in import duty on pigments used in ink manufacturing, the BizTimes of Milwaukee reports.

The Foreign-Trade Zones Board has opened a public comment period on the application by Quad and its subsidiary, Chemical Research/Technology, going through Feb. 20.

Quad has a “strong preference” to buy from domestic suppliers, BizTimes reports, but those companies have communicated to Quad that they can’t meet the company’s demand of more than 10 million pounds annually, according to BizTimes.

“The end result is clear, the domestic publication pigment/flush marketplace does not have the capacity to handle the full demand of the publication printing industry nor the willingness to increase production even when there is a willing buyer,” the Quad application says.
